Listen up. I'm sure you all saw that little threat about "war" in Olivine, so I'm gonna say straight up: don't do anything rash. I bet you anything that he wants to lure us there. Thinks we'll be clueless enough to rush out and reveal ourselves with the smallest threat.
Now, those bombs aren't small by any means, but if we're gonna protect Olivine to the fullest, we need a plan. This isn't something we can charge into and expect an easy victory. With stuff like this, there's always a catch.
So my question for you guys is this: how many of you are dead set on going to Olivine? I think we should be careful about how many of our members we send. The last thing we need's to reveal all our cards at this stage, especially when we're still trying to rebuild the Corps. More importantly, we've got more to worry about than engaging this guy. What about evacuations? Giving the residents a heads up? The locals don't really keep tabs on the 'Gears from what I can tell. There's a few ways we can approach this.
So, I'm gonna open up the floor to any suggestions, plans, or whatever else you want to bring to the table. The PGC's a group effort, and every one of your opinions counts.

Finding the bombs is something I can do, helping people to safety is something else. I'd have to leave disposing them to someone else.
I'd rather beat this guy's face in, but that'll have to wait until this mess is cleared up.

I wanted to rent an apartment and live in Olivine, but geez if someone's going to cause trouble there I may have to hold off on it.
I'm not sure if warning the locals first would work, they're so peaceful would they even believe that someone's setting up bombs? Maybe if we said it's a Team Rocket attack. Or if we have Pokemon sniff out the bombs first and disable them? I don't know anything about bomb disabling, but the Pokemon could probably freeze it so it won't explode.

As much as I'd like to participate and would be able, I don't think it's wise for me to do so. I am an ex-member of TR, after all, and it seems that this guy knows me. There's a risk too high for someone like me to go out in the open.
Though protecting the civilians comes first, of course. I bet the Moomoo farm would be able to hold a shelter for the resident in Olivine.

As for evacuations, we'd need to convince the people that the danger is real. Ideally, I'd like to smooth evacuation or bring in the police, but that might be too much to ask for.

To All Members: The Following Message Comes From Twilight Sparkle, Active Corps Strategist. Please Read In Entirety And Direct All Questions/Concerns/Suggestions To Me.
First things first, in reference to warning the locals. There are two primary forces we need to aim for. The first is the police station, obviously. They may not be as competent as we might hope, but it's still our duty to ensure that they're at least warned. The second, and arguably the more important of the two, is the gym leader, Jasmine. If there's anyone likely to listen to us and accept our warnings as legitimate, it's her, and as a very highly respected native of this world the locals are far more likely to listen to us with her on our side. Whoever has the best skills in diplomacy and explanation should go straight to her, as soon as possible.
Second, in reference to seeking out the bombs. I favor a grid system and an assignation of all teams to a certain area of the city, with firm orders to stick together. Each team needs a definite plan for taking care of the bombs, obviously. Special places to search include the gym, the lighthouse, and the docks, so we should see if we can have a team hit each of those areas first.
Finally, for anyone who encounters the Rocket in question, I need to remind everyone reading this not to engage in one-on-one with them. They are not going to play fair and it is likely they'll bring in backup if they can. Get at least one person with you, your whole team if possible. They will try to distract and trick you, so ignore anything they say to you. Focus on either bringing them down if it seems feasible, or escaping the battle if not.

I can give the locals a heads-up about what's going on when I get there. I'm not confident that they'll actually listen, though. I've got a feeling it'd take one of those bombs actually going off to get it through their heads that something's up.
